Sept 2, 1986 - Sentence to Service Coordinator
to Minnesota Department of Natural Resources
Sept 2, 1987 Region II, Grand Rapids, MN 55744
Responsibilities - The Sentence to Service (STS) program was a joint pilot program between the DNR and the Dept. of Corrections in the Minnesota Arrowhead region. Its purpose was to demonstrate the feasibility of a program where people, sentenced to community service in lieu of a fine or jail sentence, could be used to work on public lands on projects that other wise would not be done. I was hired to coordinate the entire program. My supervisor was the regional administrator out of Grand Rapids and I had an STS Advisory Board that met about once month. I had full responsibility for all aspects of the program including the budget, reports (to the Blandin Foundation who provided the seed money), hiring crew leaders, meeting with DNR field personnel to solicit field projects, meeting with Arrowhead Regional Corrections (ARC) personnel, judges, prosecutors, public defenders and others to develop manuals, procedures, and policies, and all of this in the six county Arrowhead Region.
Results - In the twelve months I was there I met with over ninety DNR personnel in all areas and districts of Region II, met with over seventy ARC personnel, twenty-one judges, presided over twelve meetings of the STS Advisory Board, obtained four vehicles at no charge to the program, hired three crew leaders, had three crews working in the woods, developed a participant manual, obtained a $4000 grant from the Ordean Foundation, bought fifteen chain saws and required safety gear for the woods crew, developed procedures for obtaining projects and people and putting them together, and developed a method of comparing costs and benefits. The program is still running and I had an article published in the October '87 issue of the Journal of Forestry concerning the program.
Reason for Leaving - I took the job knowing it may last only one year. I had no desire to continue working in the corrections field. Funding for my position did not come through as expected.
